Pacific Islands Forum opens in Palau as key leaders stay away

The 55th Pacific Islands Forum convened August 31 in Palau despite notable absences. Five top officials from the region—the prime ministers of Fiji, Vanuatu, Samoa and Solomon Islands, plus Kiribati's president—did not appear in person, citing domestic obligations and logistical constraints.
