Spanish police report questions Morocco's role in Ceuta migrant surge

Investigators from Spain's Centre national de l'immigration et des frontières said Moroccan police showed "total permissiveness" during a migrant influx at the Spanish enclave of Ceuta, with no serious effort to reduce or disperse crowds at the border. The report describes Moroccan police conduct as passive or even facilitating.
