UK excludes manslaughter convicts from early release as Harper killers stay in jail

The prime minister announced changes to the early release scheme that will exclude anyone convicted of unlawful killing, keeping PC Andrew Harper's killers in prison. Andy Burnham said hundreds of people will remain incarcerated under the revised scheme, which is designed to ease overcrowding in prisons.
