Spanish police report planned migrant entry into Ceuta with Moroccan security involvement

Spain's national police described the July 30-31 entry of tens of thousands of migrants into Ceuta as planned rather than spontaneous, with Moroccan security forces showing total permissiveness. Police identified coordinators who encouraged migrants toward Spain, though only 10 percent attempted to stay, suggesting the entry was not migration-motivated.
